Roughly a 35-mile radius around Atlanta. - Atlanta takes 49.71 inches of precipitation in an average year on the 1991-2020 normals for Hartsfield-Jackson International Airport, spread across 75.4 days with a tenth of an inch or more. - 13.12 of those inches fall in June, July and August, when the mean temperature at that station is 79.0 degrees F against an annual mean of 62.6. - Another 11.84 inches arrive across March, April and May, so the wettest stretch of the Atlanta year is long rather than concentrated in a single season. - Winters are mild by the standards of this network: the December-to-February mean is 45.2 degrees F, annual snowfall averages just 2.9 inches, and there are only 36.3 days a year with a minimum at or below freezing. - Metro Atlanta sits on the Piedmont Plateau, and the soils formed in saprolite - deeply weathered gneiss and schist rather than deposited sediment. - This is where a lot of local crawl space marketing gets it wrong. The USDA describes the dominant Piedmont series as WELL DRAINED with medium to rapid runoff. Gwinnett soils, described from a type location in Newton County, Georgia, are recorded as well drained with moderate permeability; Cecil soils as well drained with moderately high saturated hydraulic conductivity. - What those descriptions also record is slope. Gwinnett soils sit on ridges with slopes commonly 6 to 30 percent, ranging up to 60 percent. Well-drained ground on a slope does not hold water - it moves it, quickly, toward whatever is downhill. - So the usual Atlanta crawl space water problem is not a water table sitting under the house. It is a large annual volume of rain moving fast across sloping ground and finding a foundation in its path, which is why grading and roof discharge fix a bigger share of cases here than they do in flatter or wetter-soiled markets. - Warm air holds far more moisture than cool air. When summer air comes through the foundation vents and meets ductwork, water lines and the underside of the subfloor sitting below its dew point, that moisture leaves the air and lands on them as liquid water. - Wood becomes vulnerable to fungal decay at around 20 percent moisture content. Framing is not harmed by one wet month - it is harmed by a long humid season repeating every year. - Air moves upward through a house. A real share of what circulates on the ground floor entered from the crawl space first, which is why what happens under the floor is noticeable above it. ## Georgia code and licensing - Georgia adopted the 2024 International Residential Code with Georgia Amendments, effective January 1, 2026. What matters for crawl spaces is what those amendments leave alone: the current Georgia amendment packet contains no changes to Section R408 at all. - That is unusual. Several states rewrite the crawl space section - some specify a dehumidifier capacity, some specify a liner performance standard. Georgia does neither. The model IRC text applies here as published, which means the code sets a floor and everything above that floor is a matter for your written scope. - For an unvented crawl space, R408.3 requires the exposed earth to be covered with a continuous Class I vapor retarder, joints overlapped 6 inches and sealed or taped, and the edges carried not less than 6 inches up the stem wall and attached and sealed to it. - R408.3 then requires one of four things for the sealed space: continuously operated mechanical exhaust at 1 cubic foot per minute for each 50 square feet of floor area, a conditioned air supply at the same rate, a plenum arrangement in an existing structure, or dehumidification sized in accordance with the manufacturer's specifications. - For a conventionally vented crawl space, R408.1 requires ventilation openings of not less than 1 square foot for each 150 square feet of under-floor area, reduced to 1 square foot per 1,500 square feet where the ground is covered with an approved Class I vapor retarder. - Permits and inspections inside the city run through the City of Atlanta Office of Buildings, while Fulton, DeKalb, Cobb, Gwinnett and the other metro counties and municipalities permit separately. - Georgia licenses residential contractors at state level through the State Licensing Board for Residential and General Contractors, and O.C.G.A. 43-41-17(c) makes that license valid statewide rather than city by city. - The provision that matters most for crawl space work is O.C.G.A. 43-41-17(g). It allows a person to perform REPAIR work without a license under that chapter, but only on two conditions: they must disclose to the owner that they do not hold a license, and the work must not affect the structural integrity of the property. - O.C.G.A. 43-41-17(b) is the homeowner's practical protection.
